The manufacturer of the operating system multiplies the serial code of the operating system with several variables. What makes the generated number by itself useless for other purposes.
The browser manufacturers make a call available which can check for this number. The number is automatically verified by the browser software with check sum to see if it had been altered or not.
The ppc search engines get also the check sum functionality and can make sure with this unique but by itself useless number (cannot be used as a serial number to install the os again) to authenticate valid click throughs as absolutely unique.
This is the solution. Nobody can cheat any more.
Or the browser manufacturer provides this unique number.
Privacy Issues? The only difference between this approach and an internet cookie is , that the cookie can be removed but the serial number of the internet browser or OS cannot be removed. So privacy is as uncompromised as it is now :-)
