1. Put a qualifier in each sentence of your ad. So if one sentence gets omitted, the qualifier (starting at $1000 for example) is still there.
2. Install a click analyses program for example

2.2 With those programs the customers get friendly reminders after a certain amount of click throughs from a specific ad with a specific ppc search engine, accounted for by page, day, week, month and year. It also generates a report which you can submit to your ppc search engine to get a refund.
3. Have different adds with different domains displayed and pointing to you. If you register a new domain name for every day of the year it is still cheaper than competition click fraud. With google you can change the display domain. Sooner or later they will figure it out (same keywords) but it still makes their life more difficult to shut you down, yes the final unmentioned words.
4. There is a program where you can find out the keywords your competition uses. You could not use those keywords. But that would mean defeat....
